Omar needs an ID card and has to change his address. In Sweden that means Skatteverket, a personal number and BankID. Here are the words that open every door.

Folkbokförd means registered at an address with Skatteverket. Almost everything, school, doctor, bank, starts from where you are folkbokförd.
